Baby Steps to Democracy

BEIRUT, Lebanon -- Syrian President Bashar Assad is expected to announce a pullback of troops to eastern Lebanon, near the Syrian border, but not a full withdrawal in an upcoming parliament speech, the Lebanese defense minister said Friday.
